Accessibility Regulations 2018
The Joint Panel on Accountability & Governance (JPAG) state that scanned .pdf documents do not comply with this regulation, therefore, reasonable requests for photocopies of documents will be issued free of charge to those with recognised accessibility needs.
Earl Shilton Town Council’s ultimate aim is to be transparent in all its financial activities. We are required to adhere to Financial Regulations which are reviewed annually by Council and based on nationally agreed guidelines issued by Government. Annual budgets (The Precept) are discussed at committee level and approved at a Full Council meeting ideally in January for the following financial year. Note: the Borough Council Finance Dept do not usually notify town and parish councils of the 'taxbase' figure until late December. The taxbase figure is key to calculating the overall Town Council Precept as it shows the number of new homes paying council tax. The budget/precept is designed to enable Earl Shilton Town Council to deliver its services which centre around our Parks and Cemetery.
Our funding comes mainly from an amount called the precept that is charged on council taxpayers in the Town. A precept demand is submitted to Government via Hinckley and Bosworth Borough Council, following the setting of the budget by a voted resolution of members of the Town Council, in January each year.
For the financial year 2021/22 the precept will remain at an absolute figure of £279,047 and the cost of services to a normal Band D property in Earl Shilton is £87.91 for the year. In real terms this is a small percentage decrease from the previous year.

Earl Shilton Town Council’s accounts are audited by an internal auditor. The end of year accounts – called the Annual Return – are submitted to the external auditors.

2018 - Earl Shilton Town Council following the meeting of Full Council on 12 June 2018 have submitted their Annual Governance & Accountability Return (AGAR) 2017/18 Part 3 to External Auditors PKF Littlejohn LLP today 13 June 2018.
Commensurate with the production and submission of the 2017/18 AGAR will be the statutory explicit 'Notice of Public Rights & Publication of Unaudited Accounts'. The announcement will be made on 14 June 2018 on both this website as a 'news item' on the home page, on the Office Noticeboard 21, Wood St., and the Public Library Noticeboard, Wood St. Accounts will be available as per this statutory notice from 18 June 2018 to 27 July 2018.

2019 - Earl Shilton Town Council, following the meeting of Full Council on 11 June 2019, have submitted their Annual Governance & Accountability Return (AGAR) 2018/19 to External Auditors PKF Littlejohn by recorded delivery with effect from 12 June 2019.
Commensurate with the production and submission of the 2018/19 AGAR will be the statutory explicit 'Notice of Public Rights & Publication of Unaudited Accounts'. The announcement can be seen on both this website as a home page news item, on the Office Noticeboard at 21, Wood St., LE9 7NE and Council's Noticeboard at the Earl Shilton Public Library, Wood St., LE9 7NE. Full accounts will be available for public scrutiny as per this statutory notice from 17 June 2019 to 26 July 2019 both dates inclusive.
